Kas ir OCTA polise?
OCTA ir sauszemes transportlīdzekļa īpašnieka civiltiesiskās atbildības obligātā apdrošināšana. OCTA polise sedz zaudējumus, ko transportlīdzekļa vadītājs ir nodarījis trešās personas veselībai, īpašumam ceļu satiksmes negadījumā, kas noticis viņa vainas dēļ. OCTA polise ir obligāti nepieciešama visiem transporta līdzekļiem, kuri piedalās ceļu satiksmē. Tiesības saņemt OCTA atlīdzību ir ceļu satiksmes negadījumā cietušajam, ja tas nav atzīts par vainīgu negadījuma izraisīšanā. Tas var būt gan transportlīdzekļa īpašnieks vai vadītājs, gan pasažieris — pat, ja viņš atradies negadījumu izraisījušajā transporta līdzeklī. Var tikt atlīdzināti zaudējumi, kas nodarīti gan personai, gan arī mantai. OCTA polise sedz personai nodarītus zaudējumus līdz 5 000 000 eiro neatkarīgi no cietušo personu skaita, bet mantai līdz 1 000 000 eiro neatkarīgi no trešo personu skaita.
Kas ir bonus-malus klase?
Bonus-malus ir transportlīdzekļa īpašnieka apdrošināšanas risku vērtēšanas sistēma OCTA sistēmas ietvaros, pēc kuras apdrošināšanas sabiedrības vadās, aprēķinot atlaides vai piemaksas OCTA polisei. Bonus-malus sistēmas uzdevums ir apvienot atsevišķās riska klasēs OCTA apdrošinājuma ņēmēju (transportlīdzekļu īpašnieku vai turētāju) transportlīdzekļus, kuri ir vienādi braukšanas uzvedībā un kuriem, no braukšanas drošības viedokļa, ir vienāds risks izraisīt ceļu satiksmes negadījumus.
Kā rīkoties pēc ceļu satiksmes negadījuma, ja tas ir noticis ārzemēs?
Pirms doties uz ārzemēm, pārliecinieties, ka jūsu auto ir spēkā esoša OCTA polise. Pēc OCTA ceļu satiksmes negadījuma transportlīdzekļa vadītājam, ievērojot attiecīgās valsts likumdošanu, ir jāizsauc ceļu policija vai jāaizpilda saskaņotais paziņojums. Atgriežoties latvijā, transportlīdzekļa īpašniekam nekavējoties, tiklīdz tas ir iespējams, apdrošinātājam jāiesniedz OCTA apdrošināšanas atlīdzības pieteikums par ceļu satiksmes negadījumu, pievienojot ceļu policijas protokola kopiju vai saskaņoto paziņojumu, kā arī pēc apdrošinātāja pieprasījuma jāatrāda transportlīdzeklis.
Kas ietekmē polises cenu?
OCTA polises cenu jeb apdrošināšanas prēmijas apmēru nosaka apdrošināšanas sabiedrība. Galvenie kritēriji ir bonus-malus klase, transportlīdzekļa veids, vecums, reģistrācijas vieta, tā izmantošanas mērķis, masa un citi risku ietekmējošie faktori. Daži apdrošinātāji piemēro augstāku apdrošināšanas prēmiju autovadītājiem ar nelielu braukšanas stāžu. OCTA polises cenu var ērti aprēķināt, izmantojot OCTA kalkulatoru.
Kur iespējams iegādāties polisi?
OCTA polises iespējams iegādāties no licencētām apdrošināšanas sabiedrībām (balta, baltijas apdrošināšanas nams, if, ergo latvija, gjensidige, seesam latvia, compensa), pie apdrošināšanas aģentiem un apdrošināšanas starpniekiem — apdrošināšanas brokeriem. OCTA polisi var nopirkt gan klātienē pie apdrošinātāja, gan arī internetā. Kopš 2008.Gada spēkā ir e-polise. Tas nozīmē, ka OCTA polises oriģināls vairs nav iepriekš ierastās zaļās veidlapas veidā — tā ir apdrošinātāja izsniegta un parakstīta izdruka uz baltas vai citas krāsas apdrošinātāja izsniegtas veidlapas. OCTA polises oriģināls ir jāņem līdzi, vienīgi dodoties uz ārvalstīm. Pārējos gadījumos nav nepieciešams.

OCTA ir obligātā civiltiesiskā transportlīdzekļu apdrošināšana jeb, precīzāk, sauszemes transportlīdzekļa īpašnieka civiltiesiskās atbildības obligātā apdrošināšana, kas obligātā kārtā ir nepieciešama visiem motorizētajiem transportlīdzekļiem un to piekabēm, kas piedalās ceļu satiksmē un ir reģistrēti ceļu satiksmes drošības direkcijā jeb CSDD vai valsts tehniskās uzraudzības aģentūrā.
OCTA polises funkcijas ir segt transportlīdzekļa īpašnieka vai tā tiesīga lietotāja civiltiesisko atbildību par nodarītajiem zaudējumiem trešajai personai, kas radušies ceļu satiksmes negadījuma laikā, proti, OCTA sedz zaudējumus , ja konkrētā transportlīdzekļa vadītājam ir gadījies tos radīt apkārtējiem cilvēkiem vai to mantai. Vienkāršiem vārdiem sakot, ja transportlīdzekļa vadītāja vainas dēļ ir noticis ceļu satiksmes negadījums, kā rezultātā ir bojāta citas personas veselība vai īpašums, radušos zaudējumus sedz nevis vainīgais transportlīdzekļa vadītājs, bet gan apdrošināšanas kompānija.
Tiesības saņemt OCTA polises atlīdzību ir ceļu satiksmes negadījumā cietušajam, ja vien tas nav atzīts par vainīgu konkrētā ceļu satiksmes negadījuma izraisīšanā. OCTA atlīdzības saņēmēji var būt transportlīdzekļa īpašnieki vai vadītāji, pasažieri (arī tādā gadījumā, ja tie ir atradušies negadījumu izraisījušajā transportlīdzeklī), kā arī gājēji. OCTA atlīdzina gan kaitējumu, kas nodarīts personai, gan zaudējumus, kas radīti mantai.
Runājot par atlīdzību personai, jāmin, ka OCTA apdrošināšanas polise cietušajai personai atlīdzina ne vien materiālos zaudējumus, bet arī nemateriālos zaudējumus jeb morālo kaitējumu, kuru kopējā summa jeb limits ir 5 000 000 eiro. Par materiālajiem un nemateriālajiem zaudējumiem, kas tiek atlīdzināti, detalizētāka informācija ir pieejama citos informācijas avotos.
Materiālos vai nemateriālos zaudējumus, kas radušies ceļu satiksmes negadījumā, atlīdzina tā apdrošināšanas sabiedrība, kas ir apdrošinājusi vainīgā transportlīdzekļa īpašnieka civiltiesisko atbildību. Gadījumā, ja ceļu satiksmes negadījumu izraisījušajam transporta līdzekļa vadītājam nav OCTA, radušos zaudējumus sedz latvijas transportlīdzekļu apdrošināšanas birojs jeb LTAB.
OCTA polises cena jeb apdrošināšanas prēmijas apmērs ir atkarīgs no attiecīgā apdrošināšanas sabiedrība, ņemot vērā tādus faktorus kā apdrošināšanas termiņš, transportlīdzekļa veids (tips, pilnā masa) un reģistrācijas vieta, izmantošanas mērķis, autovadītāja bonus – malus klase un īpašnieka juridiskais statuss, kā arī citi risku ietekmējoši faktori.
OCTA polise darbojas visās eiropas savienības dalībvalstīs, eiropas ekonomiskajā zonā, kā arī šveicē.
Pastāv vairāki OCTA polises līguma veidi: standartlīgums, kura apdrošināšanas periods ir 3, 6, 9 vai 12 mēneši, robežapdrošināšanas līgums, kura apdrošināšanas periods ir no 1 mēneša līdz 1 gadam, kā arī zaļā karte, kuras apdrošināšanas periods ir no 15 dienām līdz 1 gadam.
Kā noprotams, OCTA polises esamība ir obligāta un par braukšanu bez tās pienākas sods , kas transportlīdzekļa vadītājam var būt no 85 līdz 120 eiro un 2 soda punktiem . Savukārt persona i , kas ir atbildīga par transportlīdzekļa ekspluatāciju, piemēram, uzņēmuma vadītāj am tas var būt no 280 līdz 430 eiro, jo tas ir devis rīkojumu lietot transportlīdzekli, kas nav bijis apdrošināts. Gadījumā, kad ceļu satiksmes negadījums ir izraisīts ar neapdrošinātu transportlīdzekli, visi zudumi, kas radušies šī negadījuma laikā, tiesvedības un regresa ceļā tiek piedzīti no neapdrošinātā transportlīdzekļa īpašnieka vai vadītāja .
O CTA apdrošināšana tiek veikta, balstoties uz “sauszemes transportlīdzekļu īpašnieku civiltiesiskās atbildības obligātās apdrošināšanas likumu” .
Obligātās civiltiesiskās transportlīdzekļa apdrošināšanas jeb OCTA polises iespējams iegādāties pie licencētām apdrošināšanas sabiedrībām, pie apdrošināšanas kompāniju aģentiem, kā arī pie apdrošināšanas starpniekiem jeb brokeriem.
Apdrošināšanas sabiedrības latvijā, kuras piedāvā OCTA apdrošināšanu:
- “BALTA”;
- “baltijas apdrošināšanas nams”;
- “baltikums”;
- “BALVA”;
- “BTA”;
- “ERGO” latvija;
- “gjensidige” baltic;
- “if P&C insurance” AS latvijas filiāle;
- “seesam” latvia;
- “swedbank” apdrošināšana.
Pateicoties 2008. Gada jūnijā ieviestajām izmaiņām likumdošanā, kas paredzēja e-polises ieviešanu, sākās strauja OCTA tirdzniecība internetā, kas līdz šim ir ieguvusi arvien pieaugošu popularitāti. Ar OCTA tirdzniecību internetā nodarbojas gan apdrošināšanas kompānijas, gan apdrošināšanas brokeri, tāpēc likumdošanā ieviestās izmaiņas paredz OCTA polises iegādāšanos gan klātienē pie apdrošinātāja (apdrošināšanas sabiedrības vai brokera) vai e-polises iegādāšanos internetā (apdrošināšanas sabiedrības vai brokera mājaslapā). Jāpiemin, ka apdrošināšanas brokeri internetā, pielietojot OCTA polises cenas kalkulatorus, piedāvā nevis vienas konkrētas apdrošināšanas sabiedrības apdrošināšanas piedāvājumus, bet gan visu apdrošināšanas kompāniju apdrošināšanas piedāvājumus, no kuriem klients var izvēlēties sev piemērotāko un izdevīgāko.
Jāpiemin, ka OCTA polisei ir vairāki veidi – standartlīgums, robežapdrošināšanas līgums, kā arī zaļā karte. Jāpiemin, ka internetā iespējams iegādāties tikai standartlīgumu, bet robežapdrošināšanas līgums un zaļā karte ir noformējami tikai klātienē.
Apmaksāt OCTA polisi, atkarībā no tās iegādes veida (klātienē vai internetā), iespējams skaidrā naudā, ar bankas maksājumu karti (kredītkarti vai debetkarti), internetbanku vai pārskaitījumu.
Noslēdzot OCTA līgumu klātienē, apdrošināšanas ņēmējam tiek izsniegta polises izdruka, noslēdzot līgumu, izmantojot distances saziņas līdzekļus, polise tiek nosūtīta uz apdrošināšanas ņēmēja e-pasta adresi, noslēdzot līgumu internetā, e-polise tiek nosūtīta uz apdrošināšanas ņēmēja e-pasta adresi. Nepieciešamības gadījumā apdrošināšanas ņēmējs elektroniski nosūtīto polisi var izdrukāt.
Līdz ar ieviestajām izmaiņām OCTA polises oriģināls vairs nav iepriekš ierastās zaļās veidlapas veidā, bet gan tiek parakstīta un izsniegta izdrukas veidā uz baltas vai citas krāsas veidlapas, kā katrs apdrošinātājs nolemj. For smartphones in 2014 it was mostly about quad-core power. Now, a year later everyone is moving to octa-core processors. Whether its the samsung galaxy S6, the nexus 6P or the bargain priced oneplus 2.
So is this really a big deal that we know have more cores powering our smartphones?
Octa-core chips have double the number of processor cores of quad-core chips, right? Yes. So they’re pretty much twice as powerful, right? No. Not even close. It’s not just about the numbers here.
And this is why some explanation of the difference between octa-core and quad-core is needed…
Octa-core vs quad-core: it’s not about power
The terms octa-core and quad-core denote the number of processor cores in a CPU. Octa is eight, quad is four. So far, so obvious.
But the key difference between the two – at least when talking about mobile chips in 2015 – is how these processor cores are set up.
In the case of quad-core chips, each core can be put to work simultaneously on a given task, enabling fast and fluid multitasking, smooth 3D gameplay, and super-speedy camera performance, among other things.
Modern octa-core chips, meanwhile, simply have two sets of quad-core processors, which split various tasks between them according to type. Most of the time, the lower-powered set of cores will be employed. When advanced tasks are needed, however, the faster set of four cores will kick in.
A more accurate term than octa-core, then, would be “dual quad-core”. But that just sounds confusing, and it’s not nearly so marketable. So, octa-core it is.

What’s the point of having two sets of quad-core processors handing off tasks to one another, then? It’s all about energy efficiency.
The more powerful a CPU is, the more power it has to draw from a device’s battery. This poses a problem, given that smartphone battery technology hasn’t advanced at anywhere near the rate of mobile processor technology.
The result: as smartphones have gotten more advanced, so battery life has plummeted.
The truth, however, is that you don’t really need that much processing power for the vast majority of smartphone tasks. Navigating through your home screens, checking messages, and even browsing the web aren’t particularly power-hungry tasks.
However, HD video, gaming, and photo manipulation most certainly are.
Combined with the fact that CPU manufacturing processes have gotten so precise now that you can squeeze much more onto a single chip, the octa-core concept seems to be a practical, if slightly inelegant, way to lengthen a modern phone’s battery life without compromising performance where it matters.

Octa-core vs quad-core: technology
All modern octa-core mobile chips are based on ARM’s so-called big.LITTLE architecture.
This big.LITTLE octa-core architecture was announced in october 2011, enabling four low-power cortex-A7 cores to operate with four high-performance cortex-A15 cores. ARM has iterated on this setup every year since, providing more capable chips on both halves of the octa-core divide.
A number of major mobile chip manufacturers have based their efforts on this big.LITTLE, or octa-core, blueprint. One of the first and most notable was samsung’s own exynos chip, which made its debut in octa form – at least in some territories – with the samsung galaxy S4.
More recently, qualcomm switched to the big.LITTLE octa-core setup with its new snapdragon 810 CPU. This is the chip that powers the recently announced HTC one M9 and the LG G flex 2.
At the start of the year, nvidia unveiled the tegra X1, its new super-powerful mobile processor that will be at the heart of the company’s push into automotive computing. While the X1’s headline feature is its console-challenging GPU, it also sees a shift to arm’s big.LITTLE architecture. Yep, it’s gone octa-core too.
Huawei’s own kirin 920 sported a similar big.LITTLE setup when it made its way into the honor 6 late last year, while mediatek is another chip manufacturer to adopt the big.LITTLE architecture with its MT6595 chip.

Octa-core vs quad-core: conclusion
So, what’s the difference between octa-core and quad-core in the modern smartphone business? Very little, as it turns out.
That octa-core term is more than a little misleading, as it doesn’t mean the doubling of quad-core multi-core performance that it suggests. Rather, it represents two independently operating quad-core set-ups squeezed together on one chip for the purpose of greater energy efficiency.
Is such an octa-core setup superior to a quad-core one? No, not necessarily. Apple manages to get decent energy efficiency and performance out of a dual-core setup, after all.
The latest news that qualcomm’s supposed processor of choice for smartphones in 2015 will be a ‘quad-core’ based snapdragon 820 set up supports this as well. Having gone octa-core for its top end snapdragon 810 and the mid-range 615 processors this year, both have had their issues. The 810 had the more high profile overheating issues that we experienced with the sony xperia Z3 plus and the LG G flex 2.
The problem could lie with qualcomm’s decision to swap four krait cores for ARM’s cortex low-power cores, but it’s clear that the company has taken a step backwards to hopefully repair the damage done this year and get manufacturers like samsung back on board.
ARM’s octa-core big.LITTLE blueprint can be seen as one possible solution among several to a long-standing smartphone problem – awful battery life. Once someone solves that particular issue, we suspect that we’ll see the end of this curious dual quad-core setup.
